Tobis explains four models of child protection to distinguish them and highlight assumptions (biases or blinders) about child protection models to hopefully expand the policy options considered for strengthening systems.
Countries throughout the world use different formal models of child protection which are reflective of larger models of social welfare. Three models of child protection in high income countries have influenced the development of child protection systems in low and middle income countries. These models can be located on a continuum of child protection on one side and family supports on the other.
